I do like it when cops do things in a more active manner. Cops in Japan have little huts (IIRC called kabans) throughout the city. There are 2 or so per, and they do things like talk to their neighbors and sweep the street in front of em.

That makes sense. A distributed precinct would make the police presence more known and get the community more involved.

Troubling random people only makes them dislike the cops.

Also, they should use a ton of surveillance in public areas. All the caveats with oversight apply.
