People complain when leaders don't act like they care, or don't present enough of a unified "we're taking care of it" message to comfort the masses.

Then people also complain when that message is given.

I tend to think the former is not useless. The Buzz created when Bush visited Iraq on Thanksgiving was worth a great deal for morale.

At this point, it comes as no surprise when those who claim responsibly in the wake of Katrina, at every level of government, prove that they don't deserve it.

This sounds like a viable alternative.

The message President Bush has given has evolved from: "Trent Lott will continue to live in luxury in spite of this catastrophe" to "the federalis I supervise are unable to put skilled volunteers to use in a time of crisis, except for by my media manager." He can expect complaints.
